Challenge #27: Spatial Telco Coverage Smoothing

Couple of innocent questions - 1) What is splatter? and 2) What do the holes represent? - holes in service?  If so, why remove (the larger ones anyway) them from a dataset/map of the coverage area? - rhetorically speaking, of course.
