My solution has 2 more than than the suggested solution (38 vs. 36). I checked the 2 exceptions and they are actually correct. Wonder if anyone also has the same experience.

Very interesting challenge, will admit to having to take a peak at solution due to all my ideas failing, but definitely a great challenge learned a lot.

I figured Spatial Match tools are high cost, so only have one.
Apart from that, a pretty standard solution.  No specific ordering of the states was chosen, so the 36 records differ slightly in their state ordering.
