I tried a bunch of ways to generate the polygons without hard coding, but Field 7 broke any approach I can think of. So here's my hard coded solution:

The hedge length stopped me for a few minutes trying to find a solution with spatial tools, but algebra wins with the Formula tool.  Ended up with a similar Text Input as other solutions to map the points of each polygon.

Hard coded lookup variable to sort the line sequence and hedge sequence. Not sure is there any dynaminc approach.
