Here is my Solution. I would have put ID in first column but wanted to match the result output presented.

Very interesting, I like the recommended solutions use of the formula tool to strip the double quotes as well as parse the date time field. I kept running into a stumbling block as I tried to use the DateTime tool in the parse section.

I ended up using the Data Cleansing tool to remove the double quotes. My solution attached.
