Thanks for the challenge! Here's my solution:

Solution attached below - I took the approach of some others that if a order line in the Open Orders data had the same part code and required quantity as had been shipped (i.e. in the Shipments data) then this indicated a completed shipment of that order line (see order 8 line 12)
