Here's my solution.

interesting one.   appended tax rates and used formula to flag each employee's tax rate.

I got the same numbers, but the tax brackets were shifted by one.  I figured the rate was an entry point, not an exit point, so the lowest rate (54) paid no taxes.

Feel like i mesed up somewhere, the 0.37 tax rate never got pulled through because there were no salaries over the 1000000, but the counts seem fine otherwise
