Solved! I didn't realize each Customer had multiple people so I ended up doing 2 different Spatial solves, got the same answer both times, and then finally realized I can't read - oops

Fun challenge. I imagine that I'll be tripped by the language though, as the question does not quite define total costs (gross or net) clearly. The match is based on gross costs but the ranking is based on net costs.
