Hello I am a beginner and was trying this. I am confused on how to convert filename into Year.I found many using RegEx but I didnt understand it seeing its documentation also. 

Similarly for selecting highest frequency I used sampling tool (group by year and select first row of each year).But what if to names in a same year has same frequency how do i include both names?

Further I have attached my soln below.

I hope to get poitive suggestions.
