The solution file uses a different input to the solution which I find very frustrating 

The solution file is already filtered to 1997-2017. Bolivia reported in 1990 and then from 1998 onwards so are included in my solution but not the OPs solution. The question should be reworded if we want to look at the difference between exactly 1997 and 2017. Seems odd to include countries that had gaps between these years but exclude countries that only missed one year.
