Somewhat straight forward - Although I've quickly learned I need to note the details of the question more...

I had different logic for drop.  I only compared to prior year.  While this appears to compare to max prior.  So going from 5, 4, 4, 6 would be 2 drops while for me it would be 1 drop.  I like my logic more as it seems to answer the question better.  But it's a bit ambiguous.  Either way fun one.
