Solved! 

 

I'm getting a different answer than the solution. The reason is because I did Rule #3 first, where I added in missing data if a prior year had the data. Bolivia has 1990 data and then nothing until 1999. So if you exclude pre-1997 data first, you exclude Bolivia.
