Narrowing down data

Hello!

I am currently working on a workflow and I am having trouble narrowing down my duplicates. For this work flow, we have an employee that has multiples leaves of absence but we would only pay on one of those LOAs with the highest priority. I added a priority mapping and now I am trying to use the formula tool to narrow down to only populate one leave of absence. 

I need my results to look like the Intended Results I attached (the formula is working as it should just not for what I need it)

Can someone please help?

I am again confused, sorry.
You mentioned previously that the Employee number is not significant...
How about you provide a bigger dataset as input and manually produce the desired output and we can try to automate that manual process with Alteryx.

I added real data to a text input. I also added a workflow of how I think I can start the workflow. Lastly, you will see that on my desired results H, M El populates twice and that is because he has two priority 2 leaves. Thank you so much for your help.
