Is there a way for me to download a user list by group?

If you mean the groups that you can create within the Gallery, you can use the APIs. https://help.alteryx.com/20214/server/user-group-endpoints

You can extract the information from Alteryx Server mongoDB. Please refer to the below link and the collection name is "UserGroups"
