Is it possible for a workflow running on server to connect to files located on the C Drive of User A if we use the 'Run As User' functionality for User A?

If you set the specific user credential to run the workflow, it means that all folders that that user can see from the Server machine are visible. If you are trying to access the C drive of a local user laptop, it is not possible for the Server machine to see that. It is recommended to use shared network folders on this case.
