How do I create a new row with multi row tool?

I am trying to create a new row like so:

Mutli-Row formula edits values in cells depending on values of other below/above cells but do not create new rows.

Do you want something like this ?

is there an easier way? I would be open to just putting it in a new column, doesnt need to be in a line.
