Transpose multiple header rows

Hello -

I'm struggling to properly transpose multiple header rows within the attached TEST file. I've added a "Wanted Output" tab to show what I'm trying to accomplish. The piece I am struggling with, how can I transpose the data and have the values that are currently in Rows 10 and 11 be properly transposed as well.
