Need help with the formula

Hello Friends,

 

I have attached a input file which includes the instructions about what I required. Only use column A and B as input. Under D column is the output I require and instructions under E column.

 

Billow pictures of the Formula I have tried but getting error. Tried with ToNumber also. Please help
