Lookup value based on smallest number

Hello....

 

Need help in solving below scenario. Thanks in advance !

For value 'column C' which has duplicates, find the smallest value in 'column B' (within duplicate group 'column C') and lookup corresponding 'column A' value and populate in "Column D" Expected value.

 

Please refer to attached excel spreadsheet.
