How to filter on time using 24hr clock

I'm having two issues with converting my time and then filtering it

#1 - Converting 1:22:08PM time to 24 hour clock 13:22:08

#2 - Once converted I then need to filter my times for everything that is between 1:00AM to 12:00PM and then 13:00AM to 24:00 AM
