Having trouble parsing my input file, header delimit by fixed and rows by spaces?

Hi all,

 

Seems like my headers are one line only (nothing to delimit by), but the rest of my data can be delimited by spaces.

How can I work around this?

 

If i open this file in excel, it opens perfectly delimited!
