Formatting Delimited File with page headers

I have input text file that I need to format to be in csv or excel format for analysis. I am adding In.txt and Out.txt for reference.

Hi @speddakama ,

I'm sharing with you a suggestion showing how to do it. Since it was a simple file header to generate, I've used the select tool to do it, but we could do that automatically with regex parsing as well.
