Flow runs on desktop but gives 'file name is empty' error when running on server

I have an analytic app thats been running for a few years now, it loads in an XML file, thats selected by one of the analysts and reconciles the data.  This has suddenly stopped working, I get an error:  The Action "Tool #325" has an error: The file name is empty. (ToolId: -1)

Tool ID 325 is the action tool that updates the filename, Im selecting a filename as I always have and running it on my local version of designer its fine, its only when running on the server I get this error.
