Employee Date Match

I have two data sets. One is a list of employee IDs active in the current year and the history of any changes (EID). The other is a listing of PRs by data and creator (PR). What I want to do is make the name and title in EID with the date and creator in PR. So, for example, if I have

EID
EmplIDReasonEffective DateTitle Name
1001Hire1/5/2002HandlerDoug
1001Promote6/2/2019Head HandlerDoug
1001Pay Increase9/30/2019Head HandlerDoug
1002Pay Increase1/1/2019Lead EngineerSue
1002Pay Increase7/1/2019Lead EngineerSue
1003Pay Increase5/7/2018Maintance TechPattie
1003Promote4/20/2019Lead TechPattie
1003Term12/31/2019Retiree

Pattie

PR
DateCreator
1/15/20191001
3/3/20191002
4/19/20191003
6/5/20191003
7/22/20191002
9/7/20191001
10/24/20191001
12/10/20191002

The result would be

DateCreatorNameTitle
1/15/20191001DougHandler
3/3/20191002SueLead Engineer
4/19/20191003PattieMaintance Tech
6/5/20191003PattieLead Tech
7/22/20191002SueLead Engineer
9/7/20191001DougHead Handler
10/24/20191001DougHead Handler
12/10/20191002SueLead Engineer

There are a number of dates, changes, demotions, etc in the EID and I am having trouble sorting through the noise.

How can I match up the right name and title with the PR date?
