Emailing hyperlinked files within a table format

I am trying to build a workflow that outputs an email with hyperlinks.  I see where the Report text tool can be utilized for creating a hyperlink, but what I'm trying to do is embed the hyperlinks within a table format - see attached image for reference where the Disbursement and Billing File/Coverpage columns contain the hyperlinks.  If it matters, the values in the Category column would be fixed (not dynamic). 

Is there a way to accomplish this?  A sample workflow back that demonstrates how would be greatly appreciated.  Thanks!
