Cleaning Nulls and moving address lines

I have a recordset that looks like the attached file. I need to make the nulls in the first two columns the value of whatever is in the row above. i have been able to do that with a multirow formula tool, but cannot move the city,state,zip to another column.

Perhaps you want to use a second multi-row formula with a regex_match for city/state/zip layout as a condition and then use that to "move" it? If you can load some sample/test data someone can mock it up.
