Basic Table Formatting

When the data goes through the table tool, the decimal formatting is removed and the numbers are rounded.

Is there a way to conditionally format the whole table instead of creating individual rules?

The whole table needs to output as a %, therefore it needs 2 decimal places and % prefix adding.

New data will be added to the table each week, therefore the formatting needs to continue with any new data.
