i grouped by each count, sorted in descending order and then used the record ID tool, which essentially assigned a "Rank" to each "Count". Then I joined the original data set and the new "Ranks" that are associated with each "Count". Then i sorted by rank ascending, filtered for ranks below 6.

Solution using tile:
Nice challenge, and more practice with the Multi Row Formula tool. Replaces the need for looped code and stored variables. Very intuitive once you get your head around it.
