Got the right results, but my journey had an unexpected outcome - I solved in just 5 steps with no join required (Summarize, Sort, Sample, RecordID, TextToColumns).  This was several steps less than the prescribed solution.

Solved. I applied the Multi-Row Formula Tool to rank.

First sorting as per count and then using tiles generating tile group which are ranks.
once we get ranks remove the tile sequence number and rename Tile group as rank and then filter ranks<=5
