I got a different answer  when I used the date time tool and when i used DateTimeParse([Date],"%Y-%m-%d")>='2013-07-01' this is frustrating as my first answer gave me 35%, anyway I redid using datetimeparse and got the correct answer, did not have to use flags like in the provided solution, think mine is simpler.
