Not the right answer (as I was unable to use drivetime) but I used miles radius as a proxy and got close to the desired output

Like many others I did not have the drive time package so I just did a 30-mile radius for each office. Realized I could've used the summary tool instead of crosstab and multiple intersection tools but it was a good lesson!

I dont have drivetime so I used trade areas to find the intersection object, then split it into points and found the point with the lowest average distance to all 3 satellite areas
