I came across almost this exact problem IRL just a few days ago. I decided to use this challenge to document what I learned and bring together a number of possible solutions

This was challenging due to the changing data.  But I think I got it.  Without running a comparison with the answer flow, I tended to get similar outputs.  I did, however, leave in the county names to help me visualize what was going on.

And I could see a range of solutions so I'll throw mine into the mix.
