spoiler this was simpler than I thought using polysplit and then outputting the non-hole polygons

I did some additional spatial match but that was not necessary

Had to look at the hint after spending 15 mins throwing random spatial tools in. Had no idea poly split could do that. I wish I used spatial data in my real life day-to-day but honestly, all of these spatial challenges are useless for me.
