I really do not like string > date, but it's such a good skill to learn.

datetimeparse(tostring(tonumber(left([date],1))+19)+right(left([date],3),2)+right([date],length([date])-3),"%Y%m%d")

One formula expression solution.

Sure this was a duplicate challenge.

Spoiler
Used a Formula tool to right an If statement replacing '0' with '19' and '1' with '20'. Then using the DateTime tool to convert the date to the correct format. The select tool was used to remove the unnecessary column generated by the process.
