Submitted the workflow! It was a good challenge for practicing interface tools. I used the numbers from the input file to feed the data into drop down tool. Thus, don't need to manually key in one by one.

Challenge was a good reminder that the interface tools usually can only accept fields as values for users to choose from. I took the long and less dynamic way of feeding in those values. Reviewing some other flows I realized I could've used both a transpose and crosstab to prepare everything at once.
