here's my solution. I kept the top 16 for the first task because there were 8 tied at that budget level and the last one I got 26 not 27 because one of the language fields was empty.

Start file comes up improperly configured in my version (running an older version of alteryx). Got the first two answers to line up, but lots of issues with data populating incorrectly in the spoken languages column for part 3 that I didn't feel like dealing with for an opt-in project lol.
