Please find my Result below.

Download the Data, Text to Columns to make Rows, Trim Useless records, Strip Year and Month Titles for Later Use, Use Multirow to catch Sections and Sub Sections. Join the Titles back based on these. Text to column to get the Values seperated by Month, Join the Month Titles back in, Drop the original data with Select.

Format is the same, The Data has been updated...
