Hi! Here is my take :-)

I got the same answer but the difference is different which is strange

Definitely needed to read the question very carefully.

My solution attached. Took me about 15 min.

Messy, could have probably made a simpler flow, but this does the job aswell.

Solved. I think Question 2/3 were unclear that you should use the results just from within those Postal Codes. I used everything from the original population and got a different number.
