I'd imagine the correct/ideal way to measure 'best performance' is to calculate the ratio of games played v games won. Using that metric, 910 countries are tied with 100% winning ratio on PKs, however 9 of them only played 1 match. South Korea however played 3 matches and won all 3 making it a clear 'best performance" first place, even when compared to team US which won only 2 out of 3 matches played, similarly to Belgium, China and France, all with a 66.67% winning ratio on PKs.
I haven't checked all answers, but I'm very surprised i didn't see any mention of this error in any of the 1st page solutions.
Let me know if found the same results as the solution and if you think I am wrong due to some issue somewhere in my workflow.

Spent time ordering the best shootout performance, but the question is a bit ambiguous in my opinion. 'Best shootout performance' would indicate to me NOT the most wins in shootouts, but the better win percentage (i.e. if you get 3 wins from 6 shootouts, technically it's a worse penalty records than a team that only got 2 wins but from 3 shootouts).
There were two teams (Germany & Japan) who got a 100% record (admittedly, only 1 shootout), but the answer says USA - because they won more. Yet, they lost more too.
I guess this is where getting a clearly defined question is key!
