I looked at the solution after finishing this my own way because I couldn't believe they were actually dividing an average for two years by two to get the average for each year (my elementary school math teacher would have had something to say about that!)

Dividing the average numbers by 2 doesn't make sense to me. Since each year is about the same length then the average for the two years would be the sum of the averages for each year divided by two. We have the numbers for 2015 and the two year average for 2015 and 16, so we can derive the average for 2016, then we can get the average for 2017 from 201617 and so on... It's not perfect but the best I could come up with.
