Once I realized that there was a tie between France and Sweden in 1991, I decided to build in the tie-break logic. Apparently, if there is a total points tie, the tie-break is based on the count of each point value (so, which country got the most 12-point votes, the most 10-point votes, etc.) The provided solution has France as the winner, but Sweden actually won when the tie-break logic is applied.

 

Tie break example:

In 1991, both Sweden and France tied with 146 total points. To determine the winner, they compared the count of votes at each point level, starting with the highest number of points.

For 12-point votes, both countries tied at four votes, so next they looked at 10-point votes. Sweden had five 10-point votes vs. France's 2, so Sweden won.
