Like others, I had name differences. Perhaps I'm misunderstanding the questions, but I believe the issue is that the official solution selects the top sample from the "country1" name associated with the competition event, rather than the competitors nationality. For instance, for average best time should be Dario96 (7.25) instead of Carlos117 (7.38).
The official solution appears to incorrectly have Carlos117 selected over Dario96 because sampling top competitor by country occurs on the "country1" column (competition nation), not "competitor_nationality". In that instance country Andorra is associated with Dario96 (even though he is from Spain). Might be some kind of join issue here. Therefore, Carlos117 get's selected as the first Spain name when it should be Dario96. This is okay for most instances since competition nation and top competitor happen to align frequently, but this doesn't work all the time. At the very least, this accounts for the discrepancies that I have encountered. Please let me know if I've missed something. See image.
