Super Fun Challenge, ended up looking at Wikipedia for the logic as originally thought we were just generating random pairs for one week. Ended up making an iterative macro that rotates the workers around while leaving the initial one fixed to give new pairs each time.

Got a little lucky as I suffered through the 307 round robin challenge earlier this week. Ended up deploying my very cheaty iterative macro again for this solution. I promise I will learn how to do it properly!!
A neat challenge, thank you, @PhilipMannering! It was a jaw breaker for me, I admit. I tried different approaches, and in the end settled with the MOD function leveraging @Blake approach. Thank you, @Blake for thinking of the MOD application in this case.
