This was a neat challenge.  Thank you, @AYXAcademy!  It took me a bit of time to figure out the structure of the data (i.e. Null zip codes = International region + other nuances).  Once the data structure was clear, the rest started to come together rather seamlessly via Join, Append and Union tools to bring all 42,004 zip codes together under their proper assignments.
