My solution! Man, I LOVE Spatial tools... Super fun challenge!

Took the strategy of organizing the buoy points (using my favorite secret weapon tool, the Make Columns tool, of course), and then building bounding rectangles around those point pairs... then to find the center point between them, I simply used the Spatial Info tool to find the centroid of the bounding rectangle. From there, it was just a matter of building the reporting snippet with the various components (probably a more efficient way to build the map, but at least this method made it very clear which layer I was formatting...)
