Great challenge! Love working with the reporting tools as it make presenting analysis go much quicker. Seems like some missing data mostly pertaining to townships but proceeded without. And did you catch something else? (In spoiler)

Getting the colours on the map was a pretty manual process for me, I'm sure I'm missing some obvious functionality of the report map tool though...

After setting the shape as the theme field, and changing the colour to map; I chose unique value and then copy/pasted in the list of shapes.
