I rarely use the Reporting tools, so getting the map to look right ended up taking the bulk of my time on this one.

I think that the solution map is wrong. I checked the results and I think my map is right (if you don't believe me, just check India's reactors...India has 22 operating reactors and in the solution map the most of them are Planned or Under Construction...). My map:
