Solution attached. Not used to writing formulas yet so I took a different route. Definitely a lot of steps, but I got there!

I did it two ways, and I know there are more.

 

First one I used text to columns and the multi field formula tool to strip out the double and single quotes, then the date time tool.

 

Second I stripped away the double and single quotes with a regular expression and then text to columns and the date time tool.
