Did stuff in the wrong order at first, but then figured it out 😛

Sorry to say that this was not fun, due to misleading requirements: 

Requirement 1 should have been: only ROWS, not ITEMS, that have from 10 positive feedbacks up. By using "items", most people will understand that the condition applied after aggregating.

Also the idea of ranking items but disregarding the first 9 positive feedbacks, does not make sense in terms of real life application. No one would have done this.
