Worked out what I thought was a viable solution, but my mileage figures were all too low. Downloaded the solution and discovered you're not limited to the distances provided in the "Maximum Distance" box of the Find Nearest tool.... turns out I did have the correct solution.
First time using spatial tools, so that was a fun and enlightening challenge.
