I did it! Looking at everyone else's solutions, it seems like i need to get over myself and learn regular expressions. Here we go.

text to columns tool on Field 1, formula to get year out of file link. Then I used some joins and summarize tools to calculate the highest for each year. Also cache'd the original names data set so the workflow wouldn't take forever each time.
